In a bid to simplify the vehicle registration process and curb the confusion between what is legal and what isn’t, the Ministry of Road Transport and Highways (MoRTH) has mandated carmakers to provide high-security registration plates (HSRPs) along with the new vehicle. Moreover, their dealers will be responsible for affixing the HSRPs before the vehicle rolls out of the sales venue.

That’s not all. The automobile manufacturers will also be responsible for producing the third registration mark, which is a chromium-based hologram sticker for the windshield. The said mark would also be colour-coded to represent which kind of fuel is powering the vehicle. Besides, it will have the details of the registering authority, registration number, laser-based permanent number, engine number and chassis number. To prevent users of tampering with it, the sticker will be made in such a manner that once taken out, and it will be destroyed.

In the case of existing vehicles, the government notification said:

“The dealers of the vehicle manufacturers may also affix such plates, supplied by the vehicle manufacturers, on old vehicles after placing the registration mark.”

The HSRP will come with a guarantee period of five years. Car buyers won’t have to pay anything extra for them as their cost will be included in the vehicle cost itself. All HSRPs will be linked to the government’s Vaahan database. The main aim is uniformity across the country, albeit in just one scenario. In April this year, union minister Nitin Gadkari batted for this regulation and revealed the basic details.

The nationwide implementation of mandating HSRPs for all vehicles was first ordered by the Supreme Court of India back in 2005. However, several states including Maharashtra, Karnataka and Uttar Pradesh, haven’t complied to the order. The order was given after the attack on the Parliament in the year 2002. During the unfortunate event, terrorists used a vehicle with a fake number plate.
